This refers to the inspection* conducted by W. E. Holland of this office on

January 27 - February 23, 1991.

The inspection included a review of activities

authorized for your Surry facility~

At the conclusion of the inspection, the

findihgs were discussed with those members of your staff i~entified in the

report.

Areas examined during the inspection are identified in the report~

~ithin

these areas, the inspection.consisted of sel.ective examinations of procedures

and representative records, interviews with personnel, and observation of

_ activities in progress.

The enclosed I~sp~ction Report identifies activities that ,ppeared to violate

NRC requirements that are not cited; therefore, a response is not required.

We have identified an example involving an emergency service water pump where

your corrective action evaluation and performance was not timely in

response to an indication that a safety-related component was potentially

degraded.

Based on this event, discussed in paragraph 3 of the enclosed

report, we are concerned about your lack of sensitivity to precursors which

may indicate the potential degradation of safety-related components.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of

this letter and its enclosure will be placed in the NRC Public Document Room.
