ENCLOSURE 2 SERVICE WATER MANAGEMENT MEETING

SUMMARY

A meeting was conducted at the Virginia Power Innsbrook Techni~al Center in Glen Allen, Virginia on February 6, 1991, in order to _discuss long-tenn.correc-tive action for the Surry service water macrofoul ing_ problem.

The Vice President, Nuclear Operations opened the meeting by stating that the service water macrofouling problem had been thoroughly analyzed by Virginia Power.

The Supervisor, Project Engineering then conducted the presentation using the handout in Enclosure 4.

In addition, drawings not provided in the handout were referenced during the presentation.

Discussion ensued on the macrofouling mechanisms, specifically as they r~lated to the pipe coating effort and the.

inspection activity on the discharge piping.

Additional discussion took place on the effect of fish and other marine life on heat exchanger fouling.

Service

  • water biological control measures and the alternate operation of the 48 11 service water lines was also discussed in detail. With respect to the service water testing of Unit 2 during the April 1991 outage, the NRC recommended selecting the 11worst case" header for testing.

Virginia Power stated-they would consider that approach.

The 1 ong-tenn service water study w~s al so discussed.

The study will include all piping that flows service water.

A subset discussion ensued on* the inspecting that* ensured that the emergency service water pumps were not macrofouled.

The conclu~ion of the meeting was a presentation by the Manager, Nuclear Licensing and Programs on the basis for continued operation, using the same handout.

The NRC concurred that the Virginia Power testing and inspection was sufficient to warrant continued operation of both units.

The meeting was concluded with the NRC stating that Virginia Power had made a reasonable approach to resolving the problem, but that further testing and inspection was necessary to determine the exact cause and effect of the problem and implement a long-tenn corrective action plan.

ENCLOSURE 3 OUTAGE MANAGEMENT MEETING

SUMMARY

A meeting was conducted at the Virginia Power Innsbrook Technical Center in Glen Allen, Virginia on February 6, 1991, in order to discuss the April 1991 Unit 2 refueling outage.

The meeting was opened by the Vice President, Nuclear

  • Operations, who stated that the goal of Virginia Power is to conduct a safe, well-managed outage.

In addition, he stated that Virginia Power was in process of developing a five-year planning schedule.

The schedole would be impacted on a yearly basis by the availability of people and money.

The Surry Station Manager then conducted the Unit 2 outage presentation using the handout in.

At present, the outage is scheduled to commence on April 5, but may start one or two weeks earlier. Discussions were conducted on the planned improvements and also on the rescheduled and reassessed improvements.

Specific cormnitment schedule changes were then discussed.

Virginia Power closed the meeting by stating that lessons learned from the 1990 Unit 1 outage are being integrated into the Unit 2 outage, and that very serious discussion took place prior to rescheduling work out of the Unit 2 outage.
