NRC INSPECTION REPORT NOS. 50-280/90-36 AND 50-281/90-36

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

W. E. Holland, on October 28 through December 11, 1990. The inspection included

a review of activities authorized for your Surry facility.

At the conclusion

of the inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

In addition, an apparent violation was identified and is being considered

for esca 1 ated enforcement action in accordance with the "Genera 1 Statement

of Po 1 icy and Procedure for NRC Enforcement Actions

10 CFR Part 2, Appendix C (1990).

The violation pertains to low flow,

identified during testing, through the service water portion of the

recirculation spray subsystems.

Accordingly, no Notice of Violation is

presently being issued for this inspection finding.

Ple*ase be advised

that the characterization of the apparent violation described in the

enclosed inspection report may change as a result of further *NRC review.

Based on a telephone conversation between P. Fredrickson of my staff and

M. Bowling of your staff on December 4, 1990, an enforcement conference to

discuss the apparent violation has been scheduled for January *.8, .1991.

The

purposes of this conference are to discuss the apparent violation, the cause

and safety significance; to provide you the opportunity to point out any_errors

in our inspection report; to provide an opportunity for you to present your

proposed corrective*action; and to discuss any other information that will help

us determine the ~ppropriate enforcement action in accordance with the Enforce-

ment Policy.

You will be advised by separate correspondence of the results of

our deliberations on this matter.

No response regarding this apparent

violation is required ~t this time.
