VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT 1 PROPOSED TECHNICAL SPECIFICATION FOR THE MAIN CONTROL ROOM AND EMERGENCY SWITCHGEAR ROOM AIR HANDLING UNITS Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of a change to the Technical Specifications, to Operating License No. DPR-32 for the Surry Power Station Unit 1. As part of our effort to upgrade the Main Control Room (MCR) and Emergency Switchgear Room (ESGR) air conditioning system, the Unit 1 air handling units are scheduled to be replaced during the upcoming refueling outage. Installation of new air handling units *in the Unit 1 ESGR *

  • will return that portion of the system to original air handling unit design configuration.

The proposed Technical Specification change eliminates the present interim operating restrictions for the Unit 1 ESGR air handling units and provides specifications consistent with the permanent air handling unit design configuration.

As discussed during a meeting with the NRC on April 11, 1990, similar modifications for the air handling units in the Unit 2 MCR and ESGR are scheduled for the upcoming Unit 2 refueling outage in 1991. Preparatory work to support the installation of an additional chiller will also be performed during the Unit 2 refueling outage. Installation of the additional chiller will occur as non-outage work following Unit 2 refueling. The schedule for completing this chiller has not yet been determined.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee. It has been determined that the proposed change does not involve an unreviewed safety question as defined in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92. The basis for our no significant hazards consideration determination is included in Attachment 2.
