PROPOSED TECHNICAL SPECIFICATION CHANGE DELETION OF TS 3.15 - CONTAINMENT VACUUM SYSTEM 90-344 50-280 50-281 DPR-32 DPR-37 Pursuant to 1 O CFR 50.90, Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. DPR-32 and DPR-37 for Surry Power Station Units 1 and 2.

The proposed Technical Specification change will delete Technical Specification 3.15 "Containment Vacuum System." For clarification, the time requirements for the reactor to be brought to the hot shutdown or cold shutdown condition have been specified in Technical Specification 3.8.B. Finally, the Containment Vacuum System section of the UFSAR has been added to the list of references in the basis section of 3.8.B.

The proposed change has been reviewed and approved by the Station Nuclear Safety and Operating Committee. It has been determined that this change does not involve an unreviewed safety question as defined in 1 O CFR 50.59 and involves no significant hazards considerations as defined in 1 O CFR 50.92.
