MEETING

SUMMARY

OF MAY 23, 1990 A meeting was held with the representatives of. Virginia Electric and Power Company (VEPCO) in Rockville, Maryland on May 23, 1990.

The purpose of the meeting was to provide VEPCO the opportunity to describe recent changes in their materials procurement program and certain difficulties encountered as a result of these changes. Meeting handouts and a list of attendees are enclosed.

VEPCO representatives discussed their procurement and dedication programs and also their revised programs for quality and suitability of procured parts, materials and services. The revised programs include "lessons learned" from previous NRC inspections of other facilities and incorporate the NUMARC initiatives in this area. The new programs have been implemented for approximately 5 months, during which time 7500 of 50,000 line items have been approved for use and purchase.

VEPCO stated that it was difficult in certain cases to determine at what step in the evaluation process they can reasonably conclude the adequacy of quality in replacing a component.

The staff indicated to VEPCO that the licensee is responsible for identifying the important design, material, and performance characteristics for each part, material, and service intended for safety-related application, establishing acceptance criteria, and for assuring the conformance of items to these criteria. There is no minimum or maximum number of critical characteristics which need to be verified. Further, the critical characteristics for an item may vary from application to application depending on the design and performance requirements unique to each application. Additional information is provided in Enclosure 2.
