VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS I AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE SENSITIZED STAINLESS STEEL PIPING FLUSHING Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for Surry Power Station Units 1 and 2, respectively. The change (Attachment 1) will eliminate the monthly flush requirements for the sensitized stainless steel piping installed in primary and safety systems. The sensitized stainless steel will be flushed on an as-necessary basis whenever chlorides and/or fluorides exceed 0.15 ppm in the refueling water storage tank and as a minimum each refueling outage in conjunction with safety system flow testing. The normal operating range for chlorides and fluorides in the refueling water storage tank is 20-25 ppb chlorides and 1-2 ppb fluorides.

This change has been reviewed by the Station Nuclear Safety and Operating Committee. It has been determined that the change does not involve an unreviewed safety question as defined in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92. Our basis for determining that no significant hazards consideration exists is contained in Attachment 2.
