VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 SUPPLEMENTAL PROPOSED TECHNICAL SPECIFICATION CHANGES REPORTING REQUIREMENTS FOR PRIMARY COOLANT IODINE ACTIVITY By* letter (Serial No. 88-105A) dated July 1, 1988, Virginia Electric and Power Company requested several administrative changes to the Technical Specifications associated with primary coolant specific activity limits. The proposed changes were consistent with recommendations in NRC Generic Letter 85-19, "Reporting Requirements on Primary Coolant Iodine Activity." This supplement includes two additional reporting criteria inadvertently omitted in the original submittal and adds Technical Specification page 3.1-15b to correct an administrative oversight in a previous license amendment. Additionally, this supplement revises the reporting document from the (previously proposed) Monthly Operating Report to an Annual Report.

For your convenience in reviewing this matter, the information presented in letter Serial No. 88-105A is included in this letter (with one exception), along with the supplemental information. The exception is that the reporting document presented herein is an Annual Report, not the Monthly Operating Report (in letter Serial No. 88-105A). Therefore, the original proposed changes (in letter Serial No. 88-105A), along with the supplemental proposed changes, to the Technical Specifications are provided in Attachment 1. A discussion of these changes is provided in Attachment 2.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that these additional changes do not alter the conclusions of the original submittal and that the proposed changes do not involve an unreviewed safety question as defined in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92. The basis for our no significant hazards consideration determination is included in Attachment 2.
