VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 July 28, 1989 United States Nuclear Regulatory Commission Serial No. 88-275C Attention: Document Control Desk NO/ETS Washington, D. C. 20555 Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NRC BULLETIN 88-04: POTENTIAL SAFETY-RELATED PUMP LOSS SUPPLEMENTAL INFORMATION On August 8, 1988, Virginia Electric and Power Company provided our response to NRC Bulletin 88-04, "Potential Safety-Related Pump Loss." This letter provides supplemental information to detail our actions taken with regard to Low Head Safety Injection (LHSI) pump operation.

In the*-original submittal, we committed to evaluate accident scenarios on the simulator to ensure the emergency procedures adequately addressed, and therefore, minimized parallel operation of the LHSI pumps during low flow conditions. The evaluation was completed, and it was determined that an emergency procedure revision. is necessary to ensure, that one LHSI pump will be secured within 30 minutes when operating in parallel with low flow conditions. The emergency procedure has been revised to secure one LHSI pump during recirculation only flow conditions. A timing validation on the simulator has indicated that one pump can be secured within 30 minutes.

The information contained herein is true and accurate to the best of my knowledge. If you have any questions, please contact me.

Very truly yours, Jt~
