SUMMARY

OF JUNE 12, 1989 - MEETING TO DISCUSS VEPCO'S CONFIGURATION MANAGEMENT PROGRAM A meeting was held with representatives of the Virginia Electric and Power Company (VEPCO) in Rockville, Maryland on June 12, 1989.

The purpose of the meeting was to discuss VEPCO I s Configuration Management Program for the Surry and North Anna Power Stations.

The goal of this program is to confirm that the as-built plants are in conformance with the licensing design basis as described in the Final Safety Analysis Reports.

A list of attendees is enclosed (Enclosure 1).

VEPC0 1 s presentation addressed the project organization for accomplishing the objectives of the Configuration Man~gement Program.

The project organization team leader for this effort will report directly to the Vice-President, Nuclear Engineering.

The project organization structure is shown in the enclosed meeting handout (Enclosure 2).

Representatives of VEPCO stated that it had hired consultants to review their overall efforts to ensure that the proper elements were being considered in this program.

VEPCO engineers, trained by consultants, have begun to review all correspondence with the NRC to identify all VEPCO corrrnitments and design basis statements.

A computer system is being used to keep track of commitments and design basis statements.

The product of this undertaking is the generation of individual system design basis documents on a 11 safety-related systems.

These documents, which wi 11 be used to evaluate various safety-related systems, will address 23 different design elements including system functions, system c lassifi ca ti on and boundaries, system interfaces, design basis background, margin evaluation, setpoint basis, and calculation summaries, to mention a few.

Completion of this effort is currently scheduled for 1995. The licensee stated that upon completion of this program the licensee is not going to institute changes by comparing the licensing basis to current regulatory requirements. The decision to make any modifications to the plant would be based on engineering judgement, i.e. there may be instances where a component may meet the original licensing criteria but it may be prudent to upgrade to current regulatory requirements.

VEPCO wil 1 use consultants to develop a document control system to ensure appropriate management of the extensive documents that wi 11 be generated during this effort.

The NRC staff and staff consultants believe this undertaking, as described above, to be quite comprehensive and were favorably impressed with the program.
