VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS I AND 2 TECHNICAL SPECIFICATION CHANGE REQUEST INSIDE RECIRCULATION SPRAY PUMP INSERVICE INSPECTION AND TESTING Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests an amendment in the form of changes to the Technical Specifications to Operating Licenses No. DPR-32 and DPR-37, for Surry Power Station Units I and 2. The proposed changes include modifying the requirement for dry rotation testing of the inside recirculation spray pump (IRSP) from monthly to quarterly, incorporation of full flow testing of IRSP each refueling period, and requiring a visual inspection of containment sumps each refueling and after major maintenance to verify sump component integrity and the exclusion of foreign materials. Attachment I provides the Technical Specification change request.

On April 11, 1988 we submitted a Technical Specification change request that reformatted several sections of our Technical Specifications to be consistent with standard Technical Specifications. Attachment 2 provides revised pages for that submi tta 1 which reflect the changes that are being requested in Attachment I for inside recirculation pump testing and containment sump inspections.

Attachment 3 provides a discussion of the proposed change and includes the 10 CFR 50. 92 eva 1uat ion. This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff. It has been determined that this request does not involve an unreviewed safety question nor a significant hazards consideration.
