VIRGINIA POWER SURRY EMERGENCY EXERCISE SCOPE

e SCOPE OF EXERCISE On February 16, 1989, Virginia Electric and Power Company intends to demonstrate its ability to implement the Surry Emergency Plan. The purpose of this exercise is to activate and subsequently evaluate significant portions of the E~ergency Plan, associated implementing procedures, and the Corporate Emergency_Response Plan in accordance with 10CFR50.47(b)(14).

The overall intent of this exercise will be to demonstrate that Virginia Electric and Power Company is capable of providing the n.ecessary protective measures to ensure the health and safety of.the general public in the event of a radiological accident at Surry Power Station. Additional parameters, as outlined in the Exercise Objectives, will also be demonstrated .. However, the performance of response actions by Federal,. State,* local or volunteer organizations may be simulated, as appropriate, for the purpose of this exercise.

In support of this exercise, a scenario will be prepared to accomplish an escalation of the event through the applicable emergency classifications established in NUREG-0654, Criteria for Preparation and Evaluation of Radiological Emergency. Response Plans and Preparedness in Surport of Nuclear Power Stations. Free play will be encouraged and control ers will only interfere with participant's response if the exercise lags behind schedule, if emergency response personnel take inappropriate actions to carry them* to the next event, or if action is* taken that would correct the expected simulated response earlier than scheduled by the scenario. At no time will the exercise be permitted to interfere with the routine safe operation of the station.

Station management may, at their discretion, suspend the exercise for any period of time necessary to ensure this goal. Exercise participants will not have prior knowledge of the simulated incident or any parts thereof.

The Technical Support Center, Operational Support Center, and the Local Emergency Operations Facility will be activated in response to appropriate scenario actions. Also the Corporate Emergency Response Center, the Joint Public Information Center and the Local Media Center will be activated in accordance with the Corporate Emergency Response Plan.

VIRGINIA POWER SURRY EMERGENCY EXERCISE OBJECTIVES

_,. .. e OBJECTIVES OF EXERCISE The objectives of this exercise are to demonstrate by actual performance a number of key emergency preparedness functions as they relate to the Surry Power Station Emergency Plan. The simulated accident will involve response and subsequent recovery actions to include: emergency classification, notification of company personnel and off-site organizations, simulated ~ctions to correct the emergency condition, and initiation of accident assessment and protective actions as necessary to cope with the event, which will include a simulated off-site radiological release. The intent of this effort is to demonstrate the adequacy of the Surry Emergency Plan (SEP), the Emergency Plan Implementing Procedures (EPIPs), the Corporate Emergency Response Plan (CERP), and the Corporate Plan Implementing Protedures (CPIPs). Simulations of some aspects of emergency preparedness, without actual demonstrations by the Station or Corporate entities, may occur where it is impractical to call for personnel involvement.

The following objectives have been developed in support of the February 16, 1989 Surry Power Station Emergency Exercise. The objectives ensure that required events are included in the exercise scenario, and establish criteria to be evaluated by controllers and observers during the conduct of the exercise.

e Exercise Objectives

1. Demonstrate the ability to make proper decisions related to radiation exposure and to implement those decisions.

2. Demonstrate the ability to make protective action recommendations that protect station personnel and the general public, as appropriate.

3. Demonstrate the ability to augment the onshift emergency organization to support emergency operations in a timely and effective *manner (during non-normal working hours).

4. Demonstrate the ability to classify the emergency in accordance with EPIPs.

5. Demonstrate the ability to conduct in-plant, onsite and offs ite radiological monitoring activities and assessments, and to formulate offsite radiological dose projections.

6. Demonstrate effective and timely search and rescue activities.

7. Demonstrate that the LEOF can be adequately staffed to maintain communications, coordinate the utilization of offsite monitoring teams, and recorrmend offsite protective measures to the State.

8. Demonstrate coordinating news announcements with offsite response agencies, distributing press releases in a timely manner, ensuring the accuracy of press releases, and conducting timely and informative media briefings.

9. Demonstrate the adequacy of coordination between the TSC, Control Room and osc.

10. Conduct an effective critique in order to disclose significant exercise findings which require corrective action.
