VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 W. R. CARTWR.IOHT VICE PRESIDENT NUCLEAR February 28, 1989 U.S. Nuclear Regulatory Commission Attention:
Document Control Desk Washington, D. C.
20555 Gentlemen:
VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS I AND 2 ASME SECTION XI WELD REFERENCE SYSTEM Serial No.89-070 PES/ISI/DJF: vl h Docket Nos.
50-280 50-281 50-338 50-339 License Nos. DPR-32 DPR-37 NPF-4 NPF-7 Relief Request NDE-24 of the North Anna Unit 1 Program Plan Submittal Volume 1 of 2 entitled 11 Inservice Inspection Program Plan for Components and Component Supports, Revision 0, March 1988 11 is being withdrawn at this time.
This relief request concerns the marking and identification of welds subject to surface or volumetric examination as required by the 1983 Edition thru Summer 1983 Addenda of ASME Section XI, paragraph IWA-2600 and Appendix III. The specific relief requested was to begin marking the welds and components at the beginning of the second interval as the weld of component was examined under the normal Code required schedule and thus complete the marking by the end of the second interval. This was proposed in lieu of a wholesale one-time effort to mark the welds and components at this time.
The time, manpowe~, and personnel exposure required to mark the subject welds is not communsurate with the little gain in {ncreased accuracy.
It is our position that our isometric system of tracking welds and weld locations meets the requirements and intent of ASME Section XI in this area.
We intend to use the isometric system of tracking welds and components for North Anna Unit 2 as well as Surry Power Station Units 1 and 2.
This method of component and weld tracking has been previously discussed with Mr. George Johnson of your staff who conceptually agreed that our present method of tracking using the isometrics should be sufficient to satisfy the requirements and intent of ASME Section XI.
