50-338 50-339 50-280 50-281 NPF-4 NPF-7 DPR..:32 DPR-37 Virginia Electric and Power Company is currently committed to ASME Section XI 1974 Edition through Summer 1975 Addenda for North Anna Interval 1 and 1980 Edition through Winter 1980 Addenda for Surry Interval 2.
These Editions and Addenda of ASME Section XI are considered impractical in two areas:
- 1) these Editions and Addenda of the Codes require Level III personnel to be recertified every three years, and 2) these Editions and Addenda of the Codes require a VT-4 examination.
Code Case N341 (ASME Section III) and Code Case N356 (ASME Section XI) allow NOE Level III personnel to be recertified on a five year cycle.
Five year recertification of NDE Level III personnel is consistent with the 1980 Edition of the American Society of Nondestructive Testing (ASNT) recommended practice SNT-TC-lA and the policy of ASNT for national examination of NOE Level III personnel.
At present, Virginia Electric and Power Company NOE Level III personnel who are certified based upon national ASNT examinations must be recertified before their national examinations expire.
Code Case N341 was approved by NRC and incorporated into Reg. Guide 1.84.
Code Case N356 has not been approved by NRC and is not in Reg. Guide 1.147.
Code Case N356, however, has been incorporated into later editions of the Code (specifically the Winter 1983 Addenda), which have been approved by the NRC.
It is requested that Virginia Electric and Power Company be allowed to utilize Code Case N341 and Code Case N356 so we may certify our NOE Level III personnel on a five year basis in lieu of current three year recertification requirements.

e Article IWA-2213 Visual Examination VT-3 and Article IWA-2214 Visual Examination VT-4 were combined into one singular examination category VT-3 in the Winter 1984 Addenda and approved by the NRC.
It is requested that Virginia Electric and Power Company be allowed to utilize the VT-3 requirements of Article IWA-2213 in the Winter 1984 Addenda in lieu of current VT-3 and VT-4 Code requirements. This request is limited strictly to visual examination.
