SCOPE OF EXERCISE On November 1, 1988, Virginia Electric and Power Company intends to demonstrate its ability to implement the Surry Emergency Plan.
The purpose of this exercise is to activate and evaluate major portions of the Emergency
- Plan, associated implementing procedures, and selected portions of the Virginia Electric and Power Company Corporate Emergency Response Plan in accordance with 10CFR50.47(b)(14), and to participate in the implementation of State and local government emergency response plans as detailed in VOPEX 2-88.
The exercise will be conducted in conjunction with an Emergency Response Facility (ERF)
Appraisal by the Nuclear Regulatory Commission (NRC) to verify that Virginia Electric and Power Company's ERFs meet the requirements of 10CFR50.47(b), Appendix E of 10CFRSO, and orders and license conditions issued to implement Supplement 1 to NUREG-0737, Requirements for Emergency
Response
Facilities.
The appraisal will assess the use of each facility, the equipment, procedures and required docume.nts therein, during the simulated emergency.
Simulations of response will be performed with Federal. agencies and volunteer groups, as well as other supporting organizations.
The exercise will demonstrate that those individuals and agencies assigned responsibilities in a radiological emergency are capable of-providing the necessary protective measures to ensure the health and safety of the public in the event of an accident at the Surry Power Station.
The exercise is intended to demonstrate responses to emergency classes as established by NUREG-0654, Criteria for Preparation and Evaluation of Radiological Emergency
Response
Plans and Preparedness in Support of Nuclear Power Stations.
A scenario will be prepared to require simulated entry into one or more of these emergency classes.
Free play is encouraged and controllers will only interfere with participant's response if the exercise lags behind schedule, if emergency response personnel take inappropriate actions to carry them to the next event, or if action is taken that would correct the expected simulated response earlier than scheduled by the scenario.
At no time will the exercise be permitted to interfere
- with the routine safe operation of the station.
Station management
- may, at their discretion, suspend the exercise for any period of time necessary to ensure this goal.
Exercise participants will not have prior knowledge of the simulated incident or any parts thereof.
',1 The Technical Support Center, Operational Support Center, and the Local Emergency Operations Facility will be activated in response to appropriate scenario actions.
Also, Virginia Electric and Power Company intends to activate the Corporate Emergency Response Plan at the Innsbrook Technical Center in Richmond,
- Virginia, to demonstrate the Corporate Emergency
Response
Center's capability to interact with the Local Emergency Operations Facility, Public News Center, and Local Media Center.
OBJECTIVES OF EXERCISE The objectives of this exercise are to demonstrate by actual performance a number of key emergency preparedness functions as they relate to the Surry Power Station Emergency Plan.
The simulated accident will involve response and subsequent recovery actions to include:
emergency classification, notification of company personnel and off-site organizations, simulated actions to correct the emergency condition, and initiation of accident assessment and protective actions as necessary to cope with the event, which will include a
simulated off-site radiological release.
The intent of this effort is to demonstrate the adequacy of the Surry Emergency Plan (SEP), the Emergency Plan Implementing Procedures (EPIPs), the Corporate Emergency Response Plan (CERP),
and the Corporate Plan Implementing Procedures (CPIPs).
Simulations of some aspects of emergency preparedness, without actual demonstrations by the Station or Corporate entities, may occur where it is impractical to call for personnel imvolvement.
The following objectives have been developed in order to establish the scope of the 1988 Surry Power Station Emergency Preparedness Exercise.
The objectives ensure that required events are included in the exercise scenario, and establish criteria to be evaluated by controllers and observers during the conduct of the exercise.
