Final Exercise Report of the October 8, 1987, Exercise of Offsite Radiological Emergency Preparedness Plans for the Surry Power Station Attached are two copies of the final exercise report of the October 8, 1987, exercise of offsite radiological emergency preparedness plans site-specific to the Surry Power Station. This final exercise report was prepared by the Region III office staff of the.Federal Emergency Management Agency.

There was one deficiency identified as a result of this exercise due to significant delays on the part of the Director of Operations and the State Emergency Operations Center staff in approving and implementing protective action recommendations following their receipt from the emergency opera-tions facility. In addition, there were several areas requiring corrective actions and areas recommended for improvement.

The deficiency was corrected on June 28, 1988, during the offsite radiolog-ical emergency preparedness exercise at the North Anna Nuclear Power Station.

You will be provided a copy of the results of the remedial exercise as soon as it becomes available. 'Iherefore, based on the results of the exercise and the correction of the deficiency at the North Anna exercise, the offsite radiological emergency plans and preparedness remain adequate to provide reasonable assurance that appropriate measures can be taken offsite to pro-tect the health and safety of the public in the event of an accident at the Surry Power Station, and the 44 CFR 350 approval granted on February 23, 1983, remains in effect.
