NPF-4 NPF-7 DPR-32 DPR-37 RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION REGARDING THERMO-LAG FIRE BARRIERS By letters dated December 21, 1993, you requested additional information regarding Thermo-Lag applications at North Anna and Surry Power Stations. These letters indicated that Virginia Electric and Power Company planned to base operability determinations on the results of the industry test program being coordinated by the Nuclear Management and Resources Council (NUMARC). Our April 12, 1993, letter (Serial No.92-834) did not make such a statement. We have not and do not intend to base operability determinations on the NUMARC test program results. Our April 12, 1993 letter did, however, indicate that we were evaluating our Thermo-Lag applications and defining corrective actions, as appropriate. Those evaluations and actions have been completed. In our recent letter dated December 23, 1993 (Serial No. 92-834A), we supplemented our original response and provided identification of the actions taken to resolve the Thermo-Lag operability issue at both North Anna and Surry. Specifically, none of the methods of resolution are based on the results of the NUMARC test program.
To summarize the final resolution of the Thermo-Lag issue for North Anna and Surry (detailed in our December 23, 1993 letter), Thermo-Lag,has been replaced with other fire barriers in some applications and, for the remaining applications, engineering evaluations have been developed. These engineering evaluations demonstrate the

adeqwacy of the Thermo-Lag applications that will remain in place.
In addition, compensatory measures will be maintained in two instances (i.e., related to the Surry communication system conduits and the North Anna exemption request addendum for the charging pump cubicle piping penetrations) until no longer required. We plan no further actions to address the Thermo-Lag issue for North Anna and Surry.
