DPR-32 DPR-37 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGES TO INCLUDE CORE OPERATING LIMITS REPORT By a letter dated July 2, 1993 (Serial No.93-402), Virginia Electric and Power Company requested changes to the Technical Specifications for Operating License Nos. DPR-32 and DPR-37 for Surry Power Station Units 1 and 2, respectively, to include a Core Operating Limits Report (COLA). This letter provides a supplement to that transmittal.

The supplement was prepared in response to a concern expressed by the NRC staff regarding removal of the moderator temperature coefficient (MTC) limits for the Technical Specifications. The supplemental proposed Technical Specification changes establish an upper limit on the allowable COLA MTC values.

In keeping with the philosophy of the COLA, Virginia Electric and Power Company will be afforded the flexibility of modifying MTC limitations using the provisions of 1 OCFR50.59, provided the modifications are made in accordance with NRC approved methodologies listed in the proposed Technical Specifications and provided the COLA MTC values do not exceed the Technical Specification upper limit values.
