VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 Serial No.93-121 A NL&P/ETS Docket Nos. 50-280 50-281 50-338 50-339 License Nos. DPR-32 DPR-37 NPF-4 NPF-7 OPERATION WITH A CONTROL ROD URGENT FAILURE CONDITION Control rod urgent failures render the control rods immovable by the Control Rod Drive System. However, during the urgent failure condition the control rods remain trippable to perform their safety function if a limiting safety system setting is reached. In our proposed Technical Specifications on operation with a control rod urgent failure condition, submitted on March 18 and 19, 1993 for North Anna and Surry, respectively, control banks which cannot be moved by the Control Rod Drive System are treated as operable provided they are trippable and appropriately aligned with their respective group step counter. In a telephone conversation on November 17, 1993, your staff requested that we document our position on taking corrective action on control rod urgent failure conditions.
Normal control rod assembly motion is not necessary for the safety of the plant, and therefore no specific limiting condition for operation is imposed for this condition.
However, we have taken and will continue to take prompt corrective action to return the Control Rod Drive System to service and regain the normal plant control function provided by the control rods consistent with our nuclear safety policy.
