Enclosed is the documentation to support the exercise credit and exemption request for the Commonwealth of Virginia and the risk area governments with respect to the Surry Nuclear Power Station and Offsite Response Organizations' full-scale test scheduled for December 8, 1993.
This justification is based primarily on the joint demonstration of capabilities by Virginia Power, owner and operator of the Surry Nuclear Power Station, other federal, state and local government agencies, and volunteer organizations for Hurricane Emily earlier this year.
This package is being formally submitted to the Federal Emergency Management Agency (FEMA) Region III office, Philadelphia by separate letter to Mr. Frank Thomas, Acting Regional Director, dated today.
