RESPONSE TO BULLETIN 93 "DEBRIS PLUGGING OF EMERGENCY CORE COOLING SUCTION STRAINERS" - SURRY POWER STATION (SPS), UNITS 1 AND 2, AND NORTH ANNA POWER STATION, UNITS 1 AND 2 (NAPS) (TAC NOS.
M86622, M86223, M86588, AND M86589)
By letter dated June 10, 1993, you responded to NRC Bulletin 93-02 for the Surry and North Anna Power Stations. This Bulletin was issued on May 11, 1993, to all nuclear power reactor licensees. It requested licensees to identify fibrous material in the primary containment, take any necessary compensatory measures, and remove any such material.
Your response confirmed that there is no temporary fibrous material in the primary containments at Surry and North Anna at this time and that, in accordance with existing programmatic controls, temporary fibrous material is not left in the containments during plant operation.
Your response further states that you have identified permanent fibrous material inside the containments at the Surry and North Anna Stations and the consequences of the presence of this material has been evaluated.
The permanent fibrous material inside the primary containments is used as piping insulation, in roughing and HEPA pre-filters in the containment cleanup system, and the damming material for fire stop installations inside electrical cable trays.
Based on the current configuration, you concluded that the fibrous material in the Surry and North Anna containments will not reduce the functional capability of the Emergency Core Cooling System (ECCS) by blocking or clogging the sump screens or suction strainers and therefore, compensatory measures are not required.
You further stated that any future use of fibrous material in the Surry and North Anna containments will be evaluated, in accordance with the existing programs, for potential reduction in the functional capability of the ECCS.
