USE OF RECONSTITUTED FUEL ASSEMBLIES AND APPLICATION OF NRC-APPROVED METHODOLOGY 95*J07,.

RO 50-280 50-281 DPR-32 DPR-37 Surry Technical Specification Amendment 102, dated August 25, 1985, revised Technical Specification (TS) 5.3.A.1 to allow the use of fuel assemblies which have been reconstituted (i.e., containing Zircaloy or solid stainless steel filler rods) to replace leaking fuel rods. This TS change did not require further NRC approval of fuel rod applications, codes, or methods. Reconstituted fuel has been used in several previous operating cycles at both Surry units, starting with Surry Unit 1 Cycle 9 which began in July 1986. Subsequent to issuance of Amendment 102, Supplement 1 to Generic Letter (GL) 90-02, entitled "Alternative Requirements for Fuel Assemblies in the Design Features Section of Technical Specifications," was issued on July 31, 1992. The guidance in this GL supplement provides a standard TS revision for fuel reconstitution that specifically requires the use of NRG-approved applications of fuel rod configurations and NRG-approved codes and methods.

Since Surry TS 5.3.A.1 does not specifically require the use of NRG-approved applications, codes, and methods, this letter is being voluntarily transmitted to the NRC for information and to document our position to comply with the intent of the GL supplement for Surry Power Station.

The methodology used by Virginia Electric and Power Company for evaluation of reconstituted fuel assemblies was described in a November 19, 1993 letter (Serial No.93-706) requesting a TS change to allow the use of reconstituted fuel for North Anna Units 1 and 2.

NRC approval of the North Anna request was granted on August 9, 1994. It is our intention to apply methodology identical to that approved for
