DPR-32 DPR-37 NPF-4 NPF-7 NORTH ANNA AND SURRY POWER STATIONS UNITS 1 AND 2 SUPPLEMENTAL INFORMATION FOR PROPOSED TECHNICAL SPECIFICATIONS CHANGES TO ADMINISTRATIVE CONTROLS -
PROCEDURE, SNSOC AND MSRC REVIEW REQUIREMENTS As a result of our meeting with the NRC on February 8, 1995, the following supplemental information is being provided concerning two of our previously submitted Technical Specification (TS) change requests.
The first TS change submittal requested the elimination of the periodic review of specified procedures for North Anna Power Station. (Reference our letters Serial Nos.93-405, dated July 8, 1993, and 93-405A, dated July 12, 1994.) The second TS change submittal requested that 1) the Station Nuclear Safety and Operating Committee (SNSOC) review only those procedure changes that require a safety evaluation, and 2) the Management Safety Review Committee (MSRC) be allowed to review safety evaluations and SNSOC meeting minutes and reports on a sample (or graded) basis subject to performance. This TS change was requested for both North Anna and Surry Power Stations. (Reference our letters Serial Nos.93-367, dated December 27, 1993, and 93-367A, dated September 6, 1994.)
Elimination of Periodic Procedure Reviews
- Our July 8, 1993, submittal to the NRC specified that "an assessment is accomplished by an independent group to evaluate the performance of the Procedure Upgrade/Revision Program." These assessments are conducted by direction of Virginia Power management based upon performance. If an adverse performance trend is identified related to procedure quality or Quality Assurance management determines that additional review of the procedure process is warranted for any reason, an independent assessment of the procedure process will be conducted.

e P;_.SNSOC Review of Procedure Changes Tne proposed method for approval of procedure changes that do not require a safety evaluation, and are therefore not reviewed by SNSOC, will be specified in the Operational Quality Assurance Program Topical Report.
This discussion will 1) include a description of the activity screening process and its purpose, 2) state that procedure changes that do not require a safety evaluation must be approved by cognizant management and a senior reactor operator and 3) state that procedure revisions that do not require a safety evaluation must be approved by the cognizant department head. A revision to the Operational Quality Assurance Topical Report, including this information, will be issued upon NRC approval of the associated Technical Specification change request.
MSRC reyjew of safety evaluations A discussion will be added to the Operational Quality Assurance Program Topical Report that addresses MSRC review of safety evaluations.
Specifically, this discussion will state that the MSRC will screen 100% of all safety evaluations for safety significance. It will also state that in-depth reviews of a sample of safety evaluations will be performed based on safety significance and sampling plan criteria. A revision to the Operational Quality Assurance Topical Report, including this information, will be issued upon NRC approval of the associated Technical Specification change request.
