VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 UPDATED RESPONSE TO GENERIC LETTER 89-13 SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT Serial No.94-408 NUVAS/RPC R3 Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 In our letter (Serial No. 89-572G) dated October 2, 1991, Virginia Electric and Power Company provided additional details about our program to ensure the continued operability of the service water system at Surry Power Station. That letter included a summary of the program to flow test recirculation spray heat exchangers (RSHXs) which has continued during each Surry refueling outage since 1990. The identified RSHX flow test program was completed during the 1994 Unit 1 refueling outage.

The purpose of this letter is to notify the NRC of our future plans for periodic RSHX flow testing at Surry. Based on test results to date, we intend to flow test one RSHX service water subsystem every other refueling outage. The next flow tests are planned for Unit 2 in 1996 and Unit 1 in 1997. Thereafter, alternate subsystems will be tested every other refueling outage. Thus, functional flow testing will continue to verify system performance quantitatively without excessive impact to Company outage resources.

Post-test data assessment will include confirmation and modification of the testing frequency.
