SUBJECT:
REVISION 36 TO EMERGENCY PLAN FOR SURRY POWER STATION, DOCKET NOS. 50-280 AND 50-281 Based on our review of *the subject submittal, we have concluded that the changes therein meet the overall planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.
However,*several minor inconsistencies and errors were identified through our review of this submittal. The details of our review findings were conveyed during telephonic discussions on May 9, 13, and 25, 1994 between J. Kreh of my staff and E. Collins, S. Harrison, and/or W. Renz of your staff. It was agreed during those discussions that the discrepancies in question would be corrected in the next revision of your Plan.
The specifics of the corrective actions to be implemented for two Plan inconsistencies were discussed as follows:
(1) the new provision in Section 6.3.2 relative to the suspension of assembly, accountability, and/or facility staffing requirements under certain circumstances will be modified as indicated in the "recommended revisionll transmitted to us by facsimile on May 18, 1994, and (2) the previous reference in Section 9.0 to the availability in the Corporate Emergency Response Plan of an outline of the recovery organization-structure will be restored.
If your understanding of these commitments is different from that delineated here, you should contact this office immediately.
Please be reminded that 10 CFR 50.54(q) requires that proposed changes which decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Commission.
However, changes may be made without Commission approval if such changes do not decrease the effectiveness of the Plan, and the Plan, as changed, continues to ~eet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.
If a change is made without approval, you should furnish copies in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of Appendix E to 10 CFR Part 50.
