SURRY POWER STATION, UNITS I AND 2 - EVALUATION OF SECOND IO-YEAR INTERVAL INSPECTION RELIEF REQUESTS (TAC NOS. M87236 AND M87237)

By letter dated August 11, 1993, as supplemented by two letters dated October 8, 1993, the Virginia Electric and Power Company (VEPCO) requested relief and proposed alternative examinations for the Surry Power Station, Units I and 2, second IO-year interval inservice inspection program.

We, with technical assistance from the Idaho National Engineering Laboratory, have reviewed your request for relief from the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code.

Based on the information submitted, we adopt the contractor's conclusions and recommendations presented in the attached Technical Evaluation Summary.

Pursuant to 10 CFR 50.55a(g)(6)(i), relief is granted for requests for relief SR-005 for Unit 1, and SR-005, No. 24, and SR-21 Parts I through 4 for Unit 2.

Relief requests Nos. 28 and 29 for Unit I and Nos. 25 and 26 for Unit 2 are denied.

The staff's evaluation and conclusions are contained in the attached Safety Evaluation.

The relief granted is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest considering the burden that could result if they were imposed on your facility.

This completes our efforts on this issue and we are, therefore, closing out TAC Nos. M87236 and M87237.
