APPROVAL OF REDUCED SCOPE INSPECTION EFFORT IN LIEU OF LICENSEE SELF-ASSESSMENT FOR THE SERVICE WATER OPERATIONAL PERFORMANCE INSPECTION AT SURRY AND NORTH ANNA We have reviewed your request for reduced NRC inspection effort in the subject area.
We find that your proposed self-assessment should satisfy the requirements of the service water operational performance inspection at the Surry site.
In the interest of minimizing regulatory impact and using NRC resources more effectively, the Agency has implemented a pilot program to permit licensees to conduct a self-assessment in lieu of an NRC area-of-emphasis inspection provided that certain criteria have been met.
Based on your proposed self-assessment as described in your letter dated January 10, 1994, we have decided to grant your request for a reduced scope inspection.
NRC Inspection Procedure 40501 (IP 40501), "Licensee Self-Assessments Rel~ted to Area-Of-Emphasis Inspections" provides guidance and details associated with this program.
In order to effectively implement the requirements of IP 40501, we request that you provide us with the projected 50 percent and 100 percent completion dates for your self-assessment. A portion of our inspection effort will be devoted to the review of the qualifications of the personnel which you have selected to perform your assessment.
We will conduct the initial portion of the inspection at approximately the halfway point of your effort with the final inspection being conducted after your completed report has been issued.
Based upon the outcome of our inspection at Surry, we will address your proposed plan for North Anna.
