VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 FEMA OFFSITE EXERCISE EVALUATION Virginia Electric and Power Company received your letter dated January 24, 1994, regarding the Federal Emergency Management Agency (FEMA) evaluation of the December 8, 1993 exercise at Surry Power Station. In response to the Deficiency identified by FEMA in the execution of offsite alert and notification responsibilities, a remedial exercise demonstration was conducted on February 3, 1994. Participants in that event included representatives from the following organizations: Surry County, the Virginia Department of Emergency Services, the Virginia State Police, and Virginia Electric and Power Company. Furthermore, this demonstration was evaluated by two FEMA officials.

It is our understanding, based on comments provided by the acting Chairman of the Regional Assistance Committee for FEMA Region Ill, that the response actions demonstrated were sufficient to resolve the concerns identified within the Deficiency.

Consistent with the request of your letter that we assist in the resolution of this issue, members of our staff provided support in developing the scenario and associated documentation, communicating emergency messages from the Surry Local Emergency Operations Facility, providing controller and participant briefings, and staging controllers at the Surry County Emergency Operations Center during the conduct of the remedial exercise demonstration.

We will continue to work closely with the appropriate State and local organizations in order to maintain mutually supportive emergency plans for the protection of the health and safety of the public.
