THIRD INTERVAL INSERVICE INSPECTION (ISi) PROGRAM RELIEF REQUESTS FROM ASME CODE SECTION XI - SURRY POWER STATION UNITS 1 AND 2 (TAC NOS. M90708 AND M90709)

By letter dated October 11, 1994, you requested relief from the requirements of ASME Code Section XI, 1989 Edition, Subsection IWF-5000, with regard to visual examination and repair/replacement of snubbers. Subsection IWF-5000 references the first addenda to ASME/ANSI OM-1987, Part 4 (published in 1988) for visual examfnation and repair/replacement for snubbers.

Based on the information provided, we have determined that you have provided adequate justification for the relief requests, for both Units 1 and 2, from the requirements of ASME Code 1989 Edition,Section XI, Subsection IWF, with regard to visual examination, visual failure group evaluation, and repair/replacement for snubbers.

Based on this and the fact that acceptable alternatives already exist in the Surry Technical Specifications and ASME Code Section XI, Subsection IWA, we have concluded that pursuant to 10 CFR 50.55a(a}(3}(i} the proposed alternatives would provide an acceptable level of quality and safety and, therefore, the relief requests for the third interval ISi program are granted and your proposed alternative should be imposed.

Our Safety Evaluation of your relief requests is enclosed*. This completes our efforts on this issue and we are, therefore, closing out Tac Nos. M90708 and M90709.
