SURRY POWER STATION EMERGENCY PLAN REVISION 37 95-246 R1 50-280 50-281 DPR-32 DPR-37 In the May 3, 1995, response to Revision 37 of the Surry Power Station Emergency Plan, the NRG noted, "that certain changes appear to decrease the effectiveness of the Plan... " We have addressed those concerns. Consistent with the agreement reached between members of my staff and Mr. Barr of Region II on April 26, 1995, and subsequently confirmed with Mr. Salyers of Region II on April 28, 1995, pages 10.7.2 and 10.7.3 of Appendix 10.7 of the referenced Surry Power Station Emergency Plan will be revised as shown in Attachment 1.

Specifically, emergency kit equipment and LEOF radiological monitoring instrumentation have been restored to their former locations.

Other radiological monitoring instrumentation has been relocated to the Health Physics area of the plant.

As we discussed, the emergency response capability is enhanced by relocating selected instruments to the Health Physics area of the plant. It is from this location that Health Physics monitoring teams are dispatched during an emergency.

Staging selected instruments and equipment in this area provides for rapid replacement of instruments or equipment identified as being inoperable or, in the case of respirators, identified as being of an inappropriate fit for members of the Health Physics monitoring team. Furthermore, the efficiency of surveillance performance should be enhanced by the proposed relocation because instruments and equipment maintained in the Health Physics area can be checked without breaking the seal on the kits or transporting the equipment back and forth from the remote locations.

As a result of this agreement, applicable equipment and supplies have been restored and the associated surveillance procedure has been modified. The attached changes will be reflected in the next revision of the Plan when issued.
