LICENSED OPERATOR REQUALIFICATION PROGRAM INSPECTIONS Gentlemen:

Thank you for your letter dated August 24, 1995, requesting that Region II consider not performing Licensed Operator Requalification Program inspections (NRC Inspection Manual, Inspection Procedure 71001) at your Surry and North Anna Power Stations.

Inspection Procedure 71001 was developed in response to continued industry improvement in the area of licensed operator requalification training. It was intended to reduce the regulatory burden associated with the development and administration of NRC requalification examinations of licensed operators where licensee efforts have been successful in achieving and sustaining hjgh levels of performance.

Both North Anna and Surry have records of excellent performance in the area of operations, and opeiator candidates at both sites have performed well on recent licensing examinations administered by the NRC.

In consideration of this excellent performance, we agree that some reduction in requalification inspections is appropriate. Accordingly, we will reduce the number of inspectors, from the normal number of three, to two for the onsite portions of the next inspection at North Anna and Surry. This reduced level of inspection is needed to follow-up on previously identified items and to inspect aspects of operator training that were not thoroughly reviewed during previous inspections.
