  • EMERGENCY CONDENSATE STORAGE TANK LEVEL As part of an ongoing review of Regulatory Guide (RG) 1.97 variables and the Emergency Plan Implementing Procedures, Virginia Electric and Power Company has identified an additional Category A variable that does not require trending to initiate operator actions for accident mitigation. Therefore, although trending is presently provided, an exception is being taken to the Category A variable qualification requirements for the Emergency Condensate Storage Tank level recorder (A-9) as delineated in our January 31, 1984 submittal.

The Surry Emergency Plan Implementing Procedures have been examined and accident mitigation actions are not initiated based on trended Emergency Condensate Storage Tank level. Manual operator accident mitigation actions are initiated based on Emergency Condensate Storage Tank level indication, which is provided by redundant Category 1 level instruments. Trending information will still be available using the existing downgraded recorder and the Emergency Response Facility Data Acquisition System computer.

Based on the above review, Virginia Electric and Power Company is changing its commitment to provide a fully qualified recorder for this Type A variable and is proceeding to downgrade the Emergency Condensate Storage Tank level recorder to non safety-related. No modification to plant systems are required to accomplish this downgrade since a qualified isolation device is interposed between the recorder input and the Category 1 level indication.
