SURRY POWER STATION, UNIT 1 THIRD IO-YEAR INTERVAL INSERVICE INSPECTION PROGRAM UPDATE AND ASSOCIATED REQUESTS FOR RELIEF (TAC NO. M87312)
Dear Mr. O'Hanlon:
By letter dated July 16, 1993, as supplemented June 22, 1994, September 12, 1994, and October 19, 1994, the Virginia Power and Electric Company (VEPCO) provided the Surry, Unit l Third IO-year Interval Inservice Inspection (ISi) program plan update and associated requests for relief.
We, with technical assistance from the Idaho National Engineering Laboratory, have evaluated the above-cited ISi program plan update and associated relief requests from the requirements of the American Society of Mechanical Engineer's Boiler and Pressure Vessel Code.
Based on our review of the information provided, we adopt, with one exception (relief request RR-11), the contractor's conclusions and recommendations presented in the attached Technical Evaluation Report. A discussion of this exception is delineated in the attached Safety Evaluation. Pursuant to 10 CFR 50.55a(g)(6)(i), relief is granted for requests for relief RR-2, RR-6, RR-7, RR-8, RR-11, SR-002, SR-003, SR-004, and SR-006.
The proposed alternative for request SR-006 is authorized provided that each Class land 2 piping weld examined receives all of the reference markings at the time of inservice examination to provide assurance of traceability of piping welds and repeatability of examinations. Pursuant to 10 CFR 50.55a(a)(3)(i), the proposed alternatives in relief requests RR-3, RR-5, RR-10, SR-001, SR-007, and SR-008 are authorized as they provide an acceptable level of quality. With respect to Relief No. 10, the proposed alternative is authorized provided that at least one bolt closest to the source of leakage is removed and evaluated. Pursuant to 10 CFR 50.55(a)(3)(ii), the alternative proposed in relief request SR-005 is authorized as imposition of the Code would result in hardship or unusual difficulty without a compensating level of quality and safety. Requests RR-1, RR-4, and RR-9 have been withdrawn.
The staff's evaluation and conclusions are contained in the attached Safety Evaluation. The reliefs granted are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest considering the burden that could result if they were imposed on your facility.
