JULY 11, 1995 MEETING WITH VEPCO REPRESENTATIVES On July 11, 1995 members of the NRC staff met with representatives of th~
Virginia Electric and Power Company (the licensee) to discuss emergency plan staff augmentation.
The licensee had previously submitted as a cost beneficial licensing action (CBLA) a proposed change to their emergency plans for the North Anna and Surry Nuclear Power Stations. This proposed change would have eliminated 30-minute responders from the respective emergency plans. The NRC staff evaluated the proposed change and found it to be unacceptable according to currently established guidance; a Safety Evaluation was prepared to document the staff's basis for rejection and was forwarded to the licensee. The licensee requested a meeting to further discuss this issue.
A list of attendees and copy of the meeting handout are enclosed.
Licensee representatives presented a comparison of existing commitments, NUREG guidance, and their original proposal for changing to an alternate methodology for shift staff augmentation.
The licensee presented arguments to demonstrate that an alternate method for determining adequate shift augmentation staffing was necessary. Clarification of several points in the licensee's originally proposed change was provided.
The NRC staff expressed the concern that the licensee's originally proposed alternate methodology did not demonstrate successfully the inclusion of those functions determined to be necessary to satisfy existing guidance.
Licensee representatives proposed to submit, within a few weeks, a new CBLA package which would blend the 30- and-60-minute response commitments into one.
The licensee would also add commitments for emergency response facility activation goals to the respective emergency plans.
The NRC staff stated that they would review any new submittal made by the licensee concerning the resolution of this issue. However, the NRC staff also stated that they would be reluctant to approve precedent-setting licensing
