Innsbrook Technical Center 5000 Dominion Boulevard Glen Allen, Virginia 23060 VIRGINIA !POWER Serial No. GL 95-022 NL&P/MAE RO EMERGENCY PLANNING AND PREPAREDNESS EXCERCISE REQUIREMENTS In the April 14, 1995 Federal Register, the NRC announced that it is proposing to revise its emergency planning regulations. The proposed rule would amend the current regulations to facilitate greater flexibility in the licensee's emergency preparedness training activities during the "off-year" for implementing the current requirement for annual exercise of the onsite emergency plan. The annual exercise of the onsite emergency plan is conducted to evaluate major portions of licensee's emergency response capabilities.

As discussed in the proposed rule, Virginia Electric and Power Company petitioned for the rulemaking on December 9, 1992. We are still in strong support of the proposed rule and encourage the NRC's efforts to solicit industry advice and recommendations in developing this proposed rule.

We also endorse the comments submitted separately on this issue by the Nuclear Energy Institute.
