50-280 50-281 THIRD INTERVAL INSERVICE INSPECTION PROGRAMS CLARIFICATION OF IN-CORE THIMBLE TUBE EXAMINATION COMMITMENT By letters dated July 19, 1995 and August 30, 1995, the NRC approved the Surry Units 1 and 2 third interval lnservice Inspection Programs subject to the comments and recommendations of the Technical Evaluation Reports and Safety Evaluation Reports.
However, the Technical Evaluation Reports incorrectly described one of the augmented examination commitments.
Section 2.2.4 of the Technical Evaluation Report for each unit states that Surry committed to a 100 percent eddy current examination of all the reactor vessel in-core thimble tubes that are in service, each refueling outage. The actual Surry commitment which is associated with IE Bulletin 88-09, "Thimble Tube Thinning in Westinghouse Reactors," is to perform this 100 percent eddy current examination every other refueling outage. The details of this commitment are included in our July 8, 1991 letter to the NRC (Serial No. 88-515C).
