NRC INSPECTION REPORT NOS. 50-280/95-20 AND 50-281/95-20

Dear Mr. Allen:

Thank you for your response we received on November 18, 1996, to our Notice of

Violation (NOV) issued on October 18, 1996, concerning activities conducted at

the Surry Power Station.

We have evaluated your response and found that it

meets the requirements of 10 CFR 2.201.

In your response, you brought to our

attention a discrepancy in our letter concerning the occurrence of an

unmonitored ground level release.

We agree that the ventilation vent system

is a monitored release path. Since the ventilation vent system was in

operation for the entire event. there was no unmonitored release. Thank you

for making this clarification.

We appreciate your cooperation in this matter.

the simultaneous vent paths you establish . We maintain that a ground level

release occurred via the vent vent syst . We agree with your statement that

the vent vent system is a monitored re ase path and that as long as the

entire release from the PRT was dire ed to the vent vent system the release

was monitored.
