License Nos.96-504 R1 50-280/-281 50-338/-339 DPR-32/-37 NPF-4/-7 GENERIC LETTER 96-05 PERIODIC VERIFICATION OF DESIGN-BASIS CAPABILITY OF SAFETY-RELATED MOTOR-OPERATED VALVES On September 18, 1996, the NRC issued Generic Letter 96-05, entitled "Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves." The NRC issued this generic letter to 1) discuss the periodic verification of the capability of safety-related motor-operated valves (MOVs) to perform their safety functions consistent with the current licensing bases of nuclear power plants, 2) request that addressees implement actions described in Generic Letter 96-05, and 3) require that addressees provide to the NRC a written response to this generic letter relating to implementation of the requested actions.

The generic letter requested that each addressee establish a program, or ensure the effectiveness of its current program, to verify on a periodic basis that safety-related MOVs continue to be capable of performing their safety-related functions within the current licensing bases of the facility.

The generic letter also requested that the program should ensure that changes in required performance resulting from degradation (such as those caused by age) can be properly identified and accounted for. Finally, the letter requested that those addressees that have developed periodic verification programs in response to Generic Letter 89-10, review those programs to determine whether any changes are appropriate in light of the information in this generic letter.

The responses required of utilities are: 1) a 60 day response indicating whether or not the addressee will implement the requested actions and submit a schedule for completing implementation, or submit an alternate course of action, the safety basis for determining the acceptability of the alternative course of action, and a schedule for the alternative course of action and 2) a 180 day response providing a written summary description of its MOV periodic verification program established in accordance with the requested actions or the alternative course of action.

l In response to the 60 day requirement, Virginia Power intends to implement the actions requested by Generic Letter 96-05. We have developed a periodic verification program in response to Generic Letter 89-1 O and will review this program in light of Generic Letter 96-05. Changes which are identified as a result of the program review will be incorporated into the MOV periodic verification program and a summary description of this program will be provided to you within 180 days from the date of this generic letter.

A schedule for implementation of changes deemed necessary to the MOV periodic verification program will be provided at that time.
