DPR-32 DPR-37 REVISED RESPONSE TO IE BULLETIN AND NOTICE OF VIOLATION RADIOACTIVE WASTE PACKAGING AND SHIPMENT In our response to IE Bulletin 79-19, Packaging of Low-Level Radioactive Waste for Transport and Burial, dated September 27, 1979 (Serial No. 670), we indicated that Quality Control would randomly inspect packaging of low-level radioactive waste shipments. NRC inspection reports 50-280/80-16 and 50-281 /80-17 and EA 80-28 for Surry Power Station (SPS) identified a violation for not adequately identifying radiation levels on radioactive waste shipped offsite. In our response to the violation, dated June 20, 1980 (Serial No. 544), we indicated that we had revised our procedure for packaging and shipment of solid radioactive waste to require a minimum of six documented contact readings and to conspicuously mark the highest contact reading on the package surface. We also committed to have a Quality Control inspector witness radioactive waste loading and shipment operations.
Since these commitments were made in 1979 and 1980, numerous changes have been made in the radiological protection area at the station. A radioactive waste section has been established within the Radiological Protection Department with personnel formally trained in radioactive waste packaging and shipment. Surveys of radioactive waste shipments are performed by these personnel and the surveys are
- reviewed by cognizant supervision to assure accuracy.
A Radiation Protection Plan was also developed which implemented upgraded procedures for packaging and shipping radioactive waste. These procedures provide adequate barriers to assure that radioactive waste is properly surveyed and the highest contact radiation reading is identified prior to release for shipment. Additional procedures have been implemented to perform self-assessments of the station's solid radioactive waste program. Furthermore, the Nuclear Oversight Department performs periodic audits of the Radiation Protection Program that include a verification that packaging and shipment of radioactive waste are being accomplished in accordance with station procedures and regulatory requirements. Since the initial violation, we have not had a repeat of the specific violation cited in the inspection reports noted above.

e Based on our present performance, associated programmatic controls and overview of radioactive waste packaging and shipping practices, we are revising the commitments previously stated.
Radiological Protection procedures now require that only the highest contact radiation reading for each package be recorded, and no longer require that each radioactive waste package be marked with the highest contact reading. In addition, we will no longer require a Quality Control inspector to independently witness radioactive waste loading and shipment operations. Verification of proper radioactive waste loading and shipping operations will be performed by qualified personnel.
However, the Nuclear Oversight Department will continue to perform periodic audits of the radioactive waste program.
