DPR-32 DPR-37 PERFORMANCE-BASED CONTAINMENT LEAKAGE RATE TESTING On November 2, 1995, Virginia Electric and Power Company requested amendments, in the form of a change to the Technical Specifications, to Facility Operating License Nos. DPR-32 and DPR-37 for Surry Power Station Units 1 and 2.

The proposed Technical Specifications change will permit the use of 1 O CFR 50 Appendix J, Option B, Performance-Based Containment Leakage Rate Testing.

In a telephone conference call on January 19, 1996, the Staff requested editorial changes to the similar proposed Technical Specifications change for North Anna.

These editorial changes clarify the use of exemptions and specify the approval date of the referenced Regulatory Guide. Since these editoral changes are applicable to the proposed Surry Technical Specification change, we have revised the proposed Surry Technical Specifications change to include the editioral changes as provided for the North Anna submittal.

These editorial changes do not change the intent of our initial proposed change or alter the initial significant hazards consideration determination as defined in 10 CFR 50.92.

Therefore, the significant hazards consideration determination provided in our November 20, 1995, submittal remains valid.

The revised Technical Specifications pages are provided for Surry Units 1 and 2 in Attachment 1.
