5000 Dominion B0ule1*ard Glen Allen, Virginia 23060 VIRGINIA POWER This letter is being submitted pursuant to 40 CFR 61.150 (d) (4) and in accordance with your letter dated July 1, 1994 confirming that Virginia Power's procedure for tracking low-level radiologically contaminated asbestos waste (RCAW) is acceptable for maintaining compliance with the National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations.

This letter is also a follow-up to the telephone conversation on January 16, 1996 between Mr. Don Lott, Chief of the Pesticide and Asbestos Enforcement Section of the Environmental Protection Agency and Mr. Earnest H. Greene of Virginia Power's Environmental Policy and Compliance Department.

On December 8, 1995, RCAW (Shipment S-95-11) was shipped from Surry Power Station to Scientific Ecology Group, Incorporated (SEG).

A copy of the asbestos. waste shipment record is attached for your review.

Once the interim process is complete, the waste will be shipped to Barnwell Waste Management Facility in Barnwell, South Carolina for final burial.

The interim process is taking longer than expected and the signed waste shipment record was not returned to Surry Power station within 35* days.

Therefore, a search was initiated to determine the status of the waste shipment.

The waste shipment is still located at SEG.

On January 16, 1996, the 35th day (excluding the three Federal Holidays), Surry Power Station received written notification that Shipment S-95-11 had reached SEG and that the waste will be processed and buried by the end of February 1996 (after January 26, 1996, the 45-day reporting requirement).

A copy of the SEG notification was forwarded to Virginia Power's Environmental Policy and Compliance Department and is attached for your review.

Once Surry Power station receives the waste shipment records, and the signed original from Barnwell, the Environmental Policy and Compliance Department will be notified and then will notify the Environmental Protection Agency that the outstanding waste shipment record has been received and closed.
