NRC INSPECTION REPORT NOS. 50-280/95-20 AND 50-281/95-20
Dear Mr. O'Hanlon:
Thank you for your response of December 22, 1995, to our Notice of Violation,
issued on October 19, 1995, concerning activities conducted at your Surry
facility.
We had questions related to your response that were discussed with
your staff on January 2, 1996.
Your response states that Senior Reactor Operator (SRO) qualified engineers, who
had been briefed by management, were assigned to monitor night shift outage
activities.
It is our understanding that your reference to the SRO qualified
engineers was intended to mean engineers that have completed your SRO training
program.
Your response states that refueling outage preparatory training will be developed
to ensure shift teams are better prepared to implement the outage schedule. It
is our understanding that the refueling outage preparatory training that is being
developed will include integrating the "super crews" into this training.
With these clarifications, we have evaluated your response and found that it
meets the requirements of 10 CFR 2.201.
We will examine the implementation of
your corrective actions during future inspections.
We appreciate your cooperation in this matter.
