SURRY POWER STATION, UNIT 2 - INSERVICE INSPECTION PROGRAM RELIEF REQUESTS {TAC NO. M92164)

Dear Mr. O'Hanlon:

By letter dated April 28, 1995, you requested relief from certain requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code {ASME Code),Section XI, "Rules for Inservice Inspection of Nuclear Power Plant Components, related to the completion of the second ten-year inservice inspection interval for the Surry Power Station, Unit 2.

The specific requests were included in Relief Request Nos. SR-22 through SR-26 along with the basis for these requests.

The U.S. Nuclear Regulatory Commission {NRC) staff, with assistance from its contractor, the Idaho National Engineering Laboratory {INEL), has reviewed these requests for relief. The NRC staff's evaluation and conclusions are contained in the attached Safety Evaluation {Enclosure 1). Based on the information that you provided, the NRC staff has adopted the INEL conclusions and recommendations presented in the enclosed Technical Evaluation Report

{Enclosure 2).

The staff concludes that conformance with the ASME Code requirements is not practical.

In addition, the proposed alternative testing provides a reasonable assurance of operational readiness of the subject systems in the relief requests. Therefore, pursuant to 10 CFR 50.55a(g)(6)(i), relief is granted for Relief Requests Nos. SR-22 through SR-26.

Granting this relief is.authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden on the licensee that could result if the requirements were imposed.

This concludes our effort on this issue, and we are, therefore, closing out TAC No. M92164.
