SURRY POWER STATION, UNITS 1 AND 2 EMERGENCY PLAN REVISIONS (TAC NOS. M93553 AND M93554)

Dear Mr. O'Hanlon:

By letter dated September 6, 1995, you proposed revisions to the Surry Power Station, Units 1 and 2 Emergency Plans. These revisions would modify the mobilization commitment for selected staffing positions intended to augment the on-shift response capabilities during an emergency.

As a result of our review, we have determined that the proposed revisions would not decrease the effectiveness of the currently approved emergency plans for the Surry Power stations. The proposed changes would add only 15 minutes to the response time for selected emergency staffing positions. The extended response time for these positions is considered a reasonable exception to the goals and criteria used to determine acceptability of a licensee's emergency response capabilities. Therefore, the staff has determined that revising the plans as proposed would not alter the staff's previous conclusion that the Surry emergency plan met the standard required by 10 CFR 50.47(b)(2).

For this reason, we, therefore, are approving your proposed emergency plan changes. A copy of our Safety Evaluation is enclosed.

This completes our effort on this issue and we are, therefore, closing out TAC Nos. M93553 and M93554.
