VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 Serial No. 97-091A NL&OS/JDH R1 Docket Nos. 50-280/281 50-338/339 License Nos. DPR-32/37 NPF-4/7 NORTH ANNA POWER STATION UNITS 1 AND 2 CONVERSION TO IMPROVED TECHNICAL SPECIFICATIONS On February 26, 1997, Virginia Electric and Power Company (Virginia Power) informed the NRC of its intent to temporarily defer the submittal of Improved Technical Specifications (ITS) for the North Anna and Surry Power Stations.

The deferral was due to an ongoing evaluation of several activities within Virginia Power related to design and licensing bases information: The purpose of that evaluation was to determine an effective strategy for integrating the various resources necessary to support those activities. The evaluation has now been completed and a project integrating those activities has been established. The project's scope includes the preparation and submittal of ITS for both North Anna and Surry.

In part, the project strategy calls for the utilization of dedicated technical resources to conduct systematic reviews of design and licensing bases information supporting the North Anna and Surry Updated Final Safety Analysis Reports and current Technical Specifications. Concurrently, the corresponding station's proposed ITS and ITS Bases will be validated for consistency with the design basis requirements.

Integration of those activities has resulted in revised schedules for submitting the proposed North Anna and Surry ITS license amendments.

It is now our intent to submit the North Anna and Surry Improved Technical Specifications to the NRC in February and April 1999, respectively.
