97-077A NL&OS/ETS: RO Docket Nos. 50-280/281 License Nos. DPR-32/37 HIGH ENERGY LINE AUGMENTED INSPECTION PROGRAM On February 3, 1997, Virginia Electric and Power Company submitted a request (Serial No.97-077) for amendments, in the form of changes to the Technical Specifications, to Facility Operating License Number DPR-32 and DPR-37 for Surry Power Station Units 1 and 2. The proposed change deletes the specific reference to the 1972 Winter Addenda of the ASME Section XI Code and replaces it with a generic reference to the ASME Section XI Code for Class 2 welds (IWC) in Section 4.15 of the Technical Specifications.

  • Subsequent Jo this submittal, it was identified that three pages from Technical Specification 4.15 may have been inadvertently omitted in a previous amendment to the Surry Units 1 and 2 Technical Specifications (Amendments 40 and 39).

Reincorporation of the three potentially omitted pages without changes is a purely administrative change and does not represent-a significant hazards consideration. In the Federal Register, Vol 51, No. 44, dated March 6, 1986, "Rules and Regulations,"

under item (e), the following relevant example is provided of an amendment considered

  • not likely to involve.a significant hazards consideration: "A purely administrative change to technical specifications: for example, a change to achieve consistency throughout the technical specifications, correction of an error, or a change in nomenclature."
  • Therefore, for the purpose of clarity, in addition to the specific proposed changes noted
