SPENT FUEL COMMITMENTS FOR SURRY POWER STATION, UNITS 1 AND 2 (TAC NO. M95848)
Dear Mr. O'Hanlon:
During the month of March 1996, I visited the Surry Power Station (SPS) in Surry County, Virginia, to conduct a survey of the spent fuel practices and spent fuel pool (SFP) cooling system design and current licensing basis for SPS Units 1 and 2.
During the survey, in discus~ions with your staff, a statement was made that Virginia Electric and Power Company would be modifying the Updated Final Safety Analysis Report (UFSAR) in the near future to clarify that a full core offload is the routine practice at the SPS during each'refueling outage.
In addition, a statement was made that procedure l-OP-FH-001 "Refueling Operations" was being revised to reference Section 3.10.A.12 of the Technical Specifications which limits the maximum load that can be moved over the SFP to 110 percent of the weight of one fuel assembly (not including the fuel handling tool). Accordingly, I am requesting that you provide a letter within 30 days of receipt of this letter that confirms these commitments and indicates the projected completion date for these actions. These commitments will then be included in future inspection reports and will be tracked by the regional office until completion.
During the visit, it was noted that the therm~l load associated with a full core offload, which is based on a 150-hour time interval after reactor shutdown before completing the transfer of the core into the SFP, is not verified prior to the core being stored in the SFP, nor is there a procedural reference to the 150-hour time constraint. It is requested that you provide a letter, withi-n 30 days of receipt of this letter, that identifies the means of ensuring that the thermal loads associated with full core offloads are being adequately factored into the SFP heat removal capacity.
