NRC INSPECTION REPORT NOS. 50-280/96-02 AND 50-281/96-02,

NOTICE OF VIOLATION AND NOTICE OF DEVIATION

Dear Mr. O'Hanlon:

Thank you for your response of May 20, 1996, to our Notice of Violation and

Notice of Deviation issued on April 19, 1996, concerning activities conducted

at your Surry facility.

We have evaluated your response and found that it

meets the requirements of 10 CFR 2.201.

Concerning the first part of the deviation, your response stated that

Attachment 1 of your June 21, 1993, letter identified expansion joint

inspection activities which included visual inspections of retaining hardware,

expansion joint exterior surfaces, and expansion joint to flange alignment.

The same letter also stated that the inspection process included

manufacturer's recommendations, operational experience, and engineering

judgement.

Your response further stated, relative to the manufacturer's

recommendations, that it was not intended to indicate that all manufacturer's

recommendations would be included in the inspection process but the

manufacturer's recommendations were considered in original,ly developing the

expansion joint inspection program.

Your response stated that during a recent task team review of expansion joint

inspection activities, manufacturer's recommendations regarding expansion

joints were revisited.

The conclusion reached and supported by documentation

from the expansion joint vendor is that, if exterior inspections were

conducted routinely, internal inspections were not necessary.

The information supplied by the vendor is new information that was not

available at the time of the inspection.

We concur that a deviation for

failing to include internal inspections is not appropriate. Accordingly, we

will adjust our records to reflect that no deviation from commitments occurred

with respect to internal expansion joint inspections .
