submittal related to the relief from the implementation of the requirements of the 1992 Edition of the ASME Code. Subsections IWE and IWL. modified and incorporated by reference into 10 CFR 50.55a through an amendment of the rule published in the Federal Register dated August 8. 1996 (61 FR 41303).
The effective date of the rule is September 9. 1996.
The immediate implementation of the requirements of the 1992 Edition of the ASME Code in the area of repair and replacement does not provide time to develop procedures to implement Subsections IWE and IWL.
The repair and replacement programs currently in place at the Surry and North Anna Plants are designed to meet the requirements of the 1989 (SPS 1&2). 1983 (NAPS 1) and 1986 (NAPS 2) editions of the ASME Code Section XI.
The use.of these editions of the Code and the associated quality requirements. as supplemented by the quality assurance program. in the repair and replacement activities. provides.
in the interim. an acceptable level of safety and quality.
In view of this fact. we approve the request for relief for 1 year until September 9. 1997. as the implementation date.
Pursuant to 10 CFR 50.55a(3). use of proposed alternatives to the requirements of paragraphs Cc). (d). Ce). (f)*. (g) and Ch) of 10 CFR 50.55a or portions thereof may be authorized under certain circumstances. Since your proposed alternatives would provide an acceptable level of quality and safety. the requested relief is granted pursuant to 10 CFR 50.55a(a)(3)(i).
The staff's evaluation and conclusions are contained in the Enclosure.
