These revisions do not implement actions which decrease the effectiveness of our Emergency Plan. The Emergency Plan continues to meet the standards of 10 CFR 50.47(b).
Please update your manual by performing the actions described in Attachment 1, Tabulation of Changes.
Your attention is also directed to Attachment 2, SPS Emergency Plan Revision 42 Summary.

Specified the Plume Exposure EPZ and Ingestion Pathway EPZ are the Plume Exposure Pathway EPZ and Ingestion Exposure Pathway EPZ, respectively.
Reworded the definition of the Operational Support Center for clarity and consistency.
Corrected reference to Unit 1 in definition of Technical Support Center (previously the lower case letter I was used rather than the numeral 1 ).

Section 8.6.1: Added text at the end of the section to clarify that unannounced and/or off-hours demonstrations do not have to be conducted as part of the biennial exercise:
"The unannounced and/or off-hours demonstration may be conducted during or independent of the biennial exercise." As stated in NRC Inspection Procedure 82302, Review of Exercise Objectives and Scenarios for Power Reactors, Section 03.02.b:
"Licensees may be credited for exercising elements during any drill or exercise."

Appendix 10.6: (1) Added listing for NUREG-0654/FEMA-REP-1 Evaluation Criterion H.5. Although it is simply a high-level statement introducing four sub-elements which are listed in the cross-reference, it is indicated as applicable to licensee plans in NUREG-0654.

Added Section 6.2 to list of sections applicable to Evaluation C Criterion J.7. (3) Added Section 8.3 to list of sections applicable to Evaluation Criterion 0.4h since provisions relevant to the licensee plan can be interpreted as applicable to the training of licensee personnel in addition to offsite personnel.

Appendix 10.8: Revised General Emergency 2, Site Area Emergencies 7 and 11, Alerts 8 and 14, and Notification of Unusual Event 6 to incorporate new radiation monitor threshold indications. Threshold values for Unit 1 Steam Generator Slowdown Monitors
( 1-SS-RM-112 and 1-SS-RM-113) and Unit 1 Condenser Air Ejector Radiation Monitor
( 1-SV-RM-111) were revised for Site Area Emergency 11 and Alert 14.
Threshold values for Unit 1 High Range Letdown Radiation Monitor (1-CH-RM-118) were revised
- in General Emergency 2, Site Area Emergencies 7 and 11, Alert 8 and Notification of Unusual Event 6. These revisions were required due to the radiation monitor/ratemeter replacement project (Design Change 92-28). The emergency action level conditions were unaffected by these revisions.
